Roles and responsibilities

MISSION


To Mann Vessel with competent and engaged Offshore personnel at optimized cost. Deputize for and support all crewing processes, activities and deliverables in line with achieving BINL objectives  


Description and Expected Outcome/Performance Indicators


Master and Implement National and International maritime regulation. Ensure that Offshore personnel comply with all BOURBON’s and Client’s requirements and standards. Ensure crew on board meet the vessel matrix requirement as determined by the Operations Manager.


 


Technical Competence:



  • Design and implement recruitment and succession plans:
    Identify crewing needs showing gaps and escalating same to the Crew Manager. – Expectation – 30 days prior.

  • Assist with Coordination of internal mobility and manage promotion.

  • Implement and monitor an adequate and cost effective sourcing strategy.

  • Ensure all crew certificates verified and genuine – Expectation 100% of all seafarers’ certificates are verified and record maintained.

  • Ensure flag state certification and endorsements for seafarers. –  Expectation 100% certificate endorsed.

  • Maintain profiles and contacts of probable candidates for employment.

  • Ensure crew appraisals are received from the vessels and uploaded in the OCS. – At every crew change for ratings and junior officers, and at least once for senior officers.

  • Establish and follow-up crewing budgets (labor costs, travel, food, training) in line with Group Requirements.

  • Design and implement the training plan (specifically the Identification of training needs for all crew).

  • Ensure that Offshore personnel are properly assessed both on performance and competences.

  • Follow-up & finalize Offshore personnel claims with P&I clubs and/or insurance instances.

  • Implement and follow up a Compensation and Benefits policy.

  • Review and benchmark it on a regular basis to improve consistency.



Operational Competence:



  • Liaising with the various Manning Agency and third party crews.
    Management and updating of HR- Crewing tools.

  • Management of the Crew discipline and Grievance processes.

  • Assist in ensuring detailed follow up of all crew medical issues under the direction of the Crewing Manager and assist in adequate follow up and reporting of crew medivac.

  • Crew change coordination/Crew stability

  • Bachelor's Degree in a (i.e. Maritime Operations/ Ship Management, Business Administration, Business Economics or HR Management) and excellent Crewing experience.  Training in a Function Related Course/Program is an added advantage

  • Post Graduate or Master's Degree in a function related field will be an asset.


Work Experience



  • Must have at least 5 years’ ship management experience, ideally in Crewing, gained in the offshore industry and proven managerial skills.

  • You possess excellent knowledge of (international) crewing regulations (including flag state requirements, STCW, NIMASA, ILO, CABOTAGE , etc.).

  • Understand budget concept, evaluate needs effectively, gather and manage data, monitor and review against changes, continuous budget optimization.

  • Knowledge of labor law, applicable regulations and collective agreements and know-how to monitor payroll system and to declare data to appropriate parties.

  • Know how to implement organizational design in his/her scope defining and following workforce and competences needs. Know-how to design a recruitment plan and budget and to monitor the workforce.

  • Know industry standards: OVID, OSM standard, ISM. Know how to perform OVMSA related to his/her own scope of responsibilities.

  • Know-how to plan, manage and monitor project activity, schedules, resources allocation, time scales and timelines with associated budget in order to deliver on time, within budget and at the required quality level

  • Know how to implement organizational design in his/her scope defining and following workforce and competences needs. Know-how to design a recruitment plan and budget and to monitor the workforce.
