MISSION
The Lead Operations Manager superviuses operation team, you ensures mobilization of ressources, anticpites workload, and ensures overall preparation and coordination of the offshore operations as per operation standard procedures.
You are therefore responsible for the management of the department supporting project in execution and tendering team developing execution plan (including schedule), CTR, operation qualification.
In that respect, your responsibility is directly engaged in the project team, with the assistance of other project personnel, such as HSE Engineer, Logistics Manager, Planning Engineer, Subcontracting Engineer, Installation Lead, …

RESPONSIBILITIES, AUTHORITY AND ACCOUNTABILITIES

1.    HSE+S
Support Risks, Safety and Security related to the execution phase:

1.1.   Initiate Hazids and follow up findings

1.2.  Participate / Organize Kick off meetings

1.3.  Identify HSE and security requirements and Enforce HSE and security policy

1.4.  On call duty for emergencies

2.    Ensures QUALITY CONTROL on project

2.1.  Ownership of the Management of Changes procedure

2.2. Confirm the existence of adequate Bridging Documents where required

2.3. Define Operation Project KPI

2.4. Ensure client satisfaction form are filled for each project

2.5.  Develop and maintain welcome booklet for new operation joiners

3.    Anticipates and define strategy for Project OPERATION & OFFSHORE PERSONNEL

3.1.  Ownership of Rotations schedule (or manning plan) for project Personnel

3.2. Approves Logistics for crew changes and Rules for personnel travel

3.3.  Initiate Project Personnel Database (incl. certificates, medicals, CV, …)

3.4. Annual appraisal and feed back

3.5.  Anticipate training program

3.6. Maintain and anticipate operation workload and support department budget

4.   OFFSHORE EXECUTION SCHEDULE

4.1.  Ownership of Project Offshore Operations Schedule

4.2. Progress Follow up & Schedule Update

4.3. Ensures / defines guideline for progress measurement

5.    OPERATIONS BUDGET/ tendering

5.1.   Offshore Operations budget follow up by the Project Manager

5.2.  Attend Project Monthly Review

5.3.  Provide support to tender preparing execution plan, schedule, technical clarification and qualification.

6.   INSTALLATION ENGINEERING

6.1.  Validation of the Installation scenarios

6.2. Review Installation Procedures and challenge Installation Engineering if required

6.3. Participation to Constructability Reviews

7.    SPECIFIC PROCEDURES & DOCUMENTS FOR OPERATIONS
Issue the required operations documentation and organize the necessary reviews.

7.1.   Standard Project Offshore Execution Plan

7.2.  Standard Mobilisation Plan & Logistic Plan

7.3.  Standard Readiness reviews procedure

7.4.  Maintain and update operation MDR


Profil

 

RESPONSIBILITIES, AUTHORITY AND ACCOUNTABILITIES

 

8.    VESSELS

8.1.   Provide marine feed back/ Lessons Learnt to commercial and engineering

8.2.  Compile vessel datas (fuel / transit speed etc etc ) for tendering

8.3.  Validate vessel selection with engineering and operation team mobilized on Project

8.4.  Assist the procurement manager for BIMCO issuance

 

 

9.    ONSHORE PREPARATION

9.1.  Organizes personnel + equipment Logistics

9.2. Provide feed back Marine Base support and approve project selection

9.3. Anticipates equipment FATs and SIT

9.4. Ensures Permits & Licenses for vessels and equipment importation, port calls

 

 

10.    INSTALLATION AIDS & EQUIPMENT

10.1.  Equipment & certificates delivery follow-up

10.2. Define strategy to develop internal asset and maintain list of equipment stored in Gardanne, including maintenance plan and associated budget

 

 

11.   SUBCONTRACTORS, VENDORS & THIRD PARTIES

11.1.  Take part of the selection process: scope definition, technical analysis, …

 

 

12.    REPORTING

12.1.   Provide templates of Vessels reporting; DPRs, 6h & 18h reports, flash reports, DPR (daily), Weekly and Monthly Reports

 

 

13.   OFFSHORE OPERATIONS AS-BUILT DOCUMENTATION

13.1.  Ensure As built Offshore Documentation Filing Plan

 

 

14.    FINAL REPORT

14.1.   Shares Lessons Learned with other department, prepare induction if needed

 

 

 

EXPERIENCE/PROFILE:

 

· A Master degree in Engineering. 🎓

· 10 years experiences are required

· Leadership, Rigorous, Decision-making, Organization, Negotiation skills, Stress management

Marine assurance and offshore DNV rules, IMCA codes

· Strong English language skills in both written and verbal communication

· Attention to detail, quality and safety. 🦺

· Effective team working skills are essential together with a high degree of self-motivation.

· Ability to plan and manage own work with minimal supervision to meet deadlines and other operational requirements.
