MISSION:

The Project Wind Offshore HSE coordinator will guarantee the correct monitoring and implementation of the HSE management system for the scope of work of the project. The HSE coordinator acts as a support interface to the Projects HSE lead, the Project Management Team, the Onshore operation team, the Offshore construction & Marine team. 

ACCOUNTABILITIES:

Main missions of the HSE coordinator are described below (as a minimum): 

Project Preparation

🦺 Develop HSE procedures, training, checklists, JSA and other necessary project document.

🦺 Identify necessary HSE materials and equipment for the project

HSE Communication

🦺 Promote and implement HSE communication campaigns onboard (eg. Life Saving Rules);

🦺 Present B Safe cards & HSE topics in all meetings;

🦺 Communicate to vessel master / OCM / Shift Supervisor HSE information ;

🦺 Run Safety meetings in coordination with Master and OCM / Shift Supervisor (Monthly / Weekly / Incentive / etc.).

🦺 Promote a high standard of HSE leadership and culture

HSE Training

🦺 Ensure all project staff are properly trained according to the HSE training matrix

🦺 Perform HSE training and briefing as required (project / vessel induction) to all personnel involved in the project;

🦺 Ensure Subcontractors HSE management Follow-up.

HSE Operational control 

🦺 Be aware about offshore campaign SOW and task plan with project engineers (including Management Of Change);

🦺 Assist on the coordination of the Permit To Work system and lift plans ensuring they are adequately performed;

🦺 Ensure operations are in Compliance with HSE rules and standards from Client & Bourbon;

🦺 Identify Hazards and implement mitigation measures as applicable with the working teams through Hazid Level 2 and JSA process;

🦺 Assist the Vessel Master about Project Emergency Response readiness (according to Project Emergency Response plan);

🦺 Provide support to the OCM / Shift Supervisor in developing lessons learned 

HSE Audit & Inspection

🦺 Facilitate HSE audits/inspections and following findings closure;

🦺 Monitor condition of project HSE equipment;

🦺 Facilitate Health and Hygiene inspections.

HSE Reporting

🦺 Provide Client & Project HSE Reporting (Leading & Lagging Indicators);

🦺 Participate / perform HSE event investigation as per project requirements.

EXPERIENCES:

👉 HSE Engineer with 3 to 5years proven experience in industry, offshore is a plus

👉 English speaking and writing / open to non-French speaker

👉 Ability to travel to offshore and onshore site at regular interval (estimated 30% of time) 🧳

👉Seaman Book ( BOSIET, GWO...)
